For example it does nothing against the first CC effect, reduces the next one by 25% then 50% and so on. Would really help juggernauts/bruisers and you know, give them an actual item beyond

You can already stack tenacity, to the point that all cc including the first will be reduced 46%
The issue with chain CC isn't tenacity, it's the fact knockups aren't effected by tenacity.
They already have
And that Tenacity rune , it's broken as hell , just take it.
The only CC they have troubles with are knock ups
There is a LOT of potential tenacity now if you see an opponent with high levels of CC. You can even grab the runes pre-game. If you go all out tenacity you can all but remove stuns from the game.
