Here, let me slow you a bit (which is irrelevant because blinks and dashes don't give a shit about slows).
I just looked up Anivia's spotlight (wow was that old)... Flash is absolutely essential on her because she is just so squishy and so slow. It featured in like all of Phreak's plays (remember him?)

I for one am glad flash exists.
It would be a mobility champion fest.
Champions with mobility would literally fucking annihilate you without remorse.

Lee would be amongst the least affected champs after this change, he would actually benefit from the overall drop in others power level.

Well yeah it'd be harder to reach ranged champions, but on the other hand, they would have much less escape as well. Once caught, they'd be dead.
Anyway, this would kinda destroy

My personal gameplay wouldn't change at all, considering I don't use flash (on purpose no less!)
But in all seriousness, people might take teleport as the new meta, because being able to move your entire team into position for coordinated defense or objective taking is really powerful, especially when small skirmishes become more risky due to fewer reliable escapes.
Team fighting would become more important, as making picks/getting caught out is more of a danger without Flash. Overall, people might get better at positioning.
I think the Rift would get a lot spookier
