Revert Abyssal Mask to Abyssal Scepter or make it a support item

Abyssal Scepter was not unhealthy for the game when it wasn't being rushed for it's early game laning strength. All Riot had to do was remove Negatron cloak as a component item and increase the combine cost to make it harder to build while laning.

If Riot wants the Aura on Abyssal Mask to be used by tanks to increase their AP carries magic damage that's fine but then gut the stats on the item and make it affordable for tank supports to take so they can use the aura to help their mid laners or AP teammates instead. Don't just destroy the Aura and make the item only useable on Maokai, Amumu, and Sunfire Cape users.
