Akenero1 votesyes, derp XD The item is designed to cater towards mana reliant supports with heavy mana consuming adc's. I feel like Soraka had a nice niche role in being able to grant mana to her allies, and now that it's gone, an item would fit better. I don't feel like it has too many boosts, the only major stat it grants is mana, but the passive could be toned down a little bit tbh. Removing Glacial shroud would actually do a lot now that I think about it, because the cdr is easily bought with other items...
