Are players good or bad with Bard

So what im wondering is if Low rank players(bronzies :P) are doing good or bad with Bard... Honestly i've been banning Bard simply because I dont want players on my team using him... because it seems like he has a pretty hard kit to use good(especially with low elo players) and that they will either be totally useless or end up feeding...

TL:DR Are low elo players doing good with bard?

im sure bard will mostly be used in higher elos since he isint a combo champ
