nerf zileans E on the PBE

i have no problem with his skillshot Q or his stun on his 2nd Q, or his short cooldown ultie, but PLEASE lower the slow/buff on his maxed E.

99 pct slow on a 15 second cooldown with his W makes it way 2 short and too op. its basically a thresh ultimate but point and click.

it will be really toxic during chases/squirmishes/teamfights, having an allie with 99 pct speed buff or an enemy with 99 pct slow for 2.5 seconds. and can be used a 2nd time with his W.
