Garen scales really well against a disorganized team. At certain levels of play a well played Garen can almost do anything he wants.

This also goes for Darius, Jax, Xin, Fiora, Yi, and a ton of other top lane and jungle champions. If you know how to beat him in lane then your problem isn't really with him, it's with knowing what to do in the mid and late game and making it happen.

Make sure to ward every chance you get. Garen has no real engage capability, so if you prevent the engage champions on his team from doing their job all Garen can do is look for picks. As with any pick champion proper rotations and making sure you don't travel into unwarded territory alone is the best defense.

Beyond that you really just need your team to cooperate with one another. Garen is an extremely straight forward champion, so if you have your CC ready to peel and don't let him get the jump on you your team should do just fine.
