I don't think any sort of rework will fix him until they change how ignite interacts with his ultimate. His ultimate immediately costs 1/5th of his HP and if ignited will barely recover the HP he spent to cast it. In draft it's guaranteed that the opposing top laner will choose ignite.
He is awful in lane, pretty much forced to farm under the tower until level 6. Unless he's babysat in lane he'll never get to the late game without feeding or losing lane. His passive is useless until late game and with the high mobility gameplay his E rarely has a chance to hit. Late game he specializes in killing a single target.
His trade off for being bad in lane is just not being offset with enough teamfighting potency as his character excels at single target damage (Q and E). High mobility ADCs and high CC make him useless at hunting down the ADC, particularly with the guaranteed ignite and/or grievous wound. He's bad in teamfights because there are simply better options for top. Would you rather have a guy who runs at you and can slow 1 person or Rumbles ult?
What would the easy fix be? Maybe adding a slight movement speed boost to E (so he can land more hits) and lowering the health cost to his ult (so he's less likely to be below the 40% hp threshold that Morellonomicon's passive requires). Also moving some of his late game Armor and MR to the early game would help his laning phase immensely.
Long term fix? Changing Ignite so it causes grievous wounds for 3 or 4 seconds instead of 5. That and creating another manaless item for Mundo as he lacks item diversity.
He doesn't need a rework.
BS. He is only viable top lane and there are like 20+ better top lane options.

Reworking makes it so he's no longer the same champion, which he doesn't need. As someone who actually enjoys playing him I rather see minor buffs, or nothing at all, than another one of my mains being completely changed just for a small chance of it being good.
It's always people who don't even play a champion asking for them to be completely changed.
I'd agree with you then.
