Wasn't that supposed to go live 7.13? I've played a few games after the patch and nothing has changed after the game. Are they just going to turn it on later in the patch or something?

As per the patch notes (emphasis mine): "Honor will be activated at some point during this patch."

Treat the Honor system like new Skins. They're in there, just waiting for the activation signal to go out.
