Sterak's Gage, A Proposal

TL;DR:

Sterak's has become a very efficient buy as a solo-defensive item for lots of AD champs. By changing the shield from %max HP to scaling with level and %bonus HP, we can make this item less appealing as the sole defensive build on marksmen and others, while keeping it core on Juggernauts.

So Sterak's Gage has some nerfs up on the PBE reducing its health from 500 to 400. I've got a pitch for another balance change we could consider to this item, and I'd be happy to hear feedback from Rioters or non-Rioters.

Sterak's Gage may or may not be overtuned as an item. I'm not interested in making the argument one way or another. What I do believe is that the Juggernauts, those health stacking champions who are supposed to be the ideal fit for Sterak's, are not currently overtuned (see their lack of presence in competitive and decent but not spectacular win rates in soloQ). However, lots of other, non-Juggernaut champions are adopting Sterak's into their build, frequently including marksmen.

Sterak's Gage, as I understand it, was never meant to be a super-efficient buy as a champion's only defensive item, and yet, it is easily surpassing Guardian Angel and other choices that are intended to be used that way. The Sterak's shield currently scales off of % max HP. But even a squishy marksman will get around 2000 HP by the end of the game without investing anything into defense. A Sterak's brings that up to 2500, for a shield worth 750. This makes Sterak's Gage incredibly efficient as a solo defensive item. So, what do we do?

We can keep this item as a core choice for its intended audience (Juggernauts) while reducing its value as a lone defensive item quite easily by changing the scaling. How about instead of 30% max HP, the shield is worth 10xlevel+50% bonus HP? That gives a squishy marksman in the late game a decent 430 shield, down from 750, while keeping our juggernauts who are stacking as much as 2000 bonus HP around a 1200 strength shield, about the same as they'd have now.

You'd probably have to adjust the numbers to make it work, but I feel like this might be a better change to help this item keep its appeal to its intended audience while making it less of a slam dunk for those champs building it as their only defensive item.
