That champ has been stronger than Wukong for so much time. You can play him as you want: Or building letality and one shotting people, or building tank and one shotting people while being tank. His design is bad and has a totally lack of interactive play. Also, he able to heal all his hp and get rid of stuns is questionable.

Nerf/Rework him.
