I feel like every since TFT came out, updates to League have been slower, patches have been delayed by weeks, and major bugs haven't been fixed. I don't know what the situation looks like at Riot headquarters, but my guess is that they kept only the balance team and the skin creation teams working on League. And anyone who is a core developer, who would actually know how to fix bugs like these... have all been moved to work on TFT. And that's why these bugs aren't being fixed. Nobody's left who actually knows how to fix these bugs. They've all been moved to work on TFT.
