Welp, it's better than nothing but, how about they do something to ridiculous tier 3 runes price too...

I'm sure players will love having their team mates lose lane because they're at a 20% stat deficit from runes due to saving IP.

Making tier 2 runes cost nothing doesn't change the fact that they're worth nothing.
