Olaf is getting free Darius ults with his E at 1 which only has a real cooldown of six seconds at most for 40 health which this season might as well be free isn't right or health for gameplay

Well I agree health costs need to be increased, because at this point all health costing champions might as well be resourceless, Olaf really isn't as strong as you are making him out to be. Reckless Swing is not at all the same ability as Darius's Noxian Guillotine. Darius's kit is also vastly different from Olaf and so two abilities from entirely different kits should not be compared.
