@RiotRepertoir, why is Annie allowed in her current state?
I've made extensive posts on this subject before, but why is Annie allowed to be? She's full of disgusting hidden power, un-fun mechanics, and a boring identity. I shouldn't have to list some of the most maddening abilities she has, but I will anyway:
- 4th E mid 3rd-Q, giving the stun to the Q that is already on its (un-dodgeable) way
- Constant zone control when her stun is up, sacrificing only the ability to use offensive skills (a meager trade-off, considering they're all short-range and she'd only be using them to instant burst someone anyway)
- One of the most disgusting, unfun burst combos in the game, countered only by "don't be in the full range of flash Tibbers"
This isn't even to touch on the fact that her identity sucks. Riot was quoted in the patch where they either buffed Tibbers movespeed or gave him Annie's shield, that Annie's identity was "bear mage". Explain to me what screams bear mage about Annie blowing up 5 people with fire attacks. Tibbers has literally no impact outside of his stun and initial damage. He's entirely front-loaded. Annie isn't a bear mage, she's a fire mage, something that Brand already is. Tibbers could be literally any other particle (a meteor, a train, a literal nuke) and Annie would still be the same character.
If Annie can't get a full overhaul, I feel she could at least lose some power places and gain it elsewhere. I don't think her 1-2-3-4 stun should be permanent. I think she should lose it if she doesn't use it. Where's the strategy in spamming W in fountain before walking into lane?
If Annie is ever looked at in terms of freshening up and reworking, make Tibbers an actual presence. As a bear mage, shouldn't the fear of Annie's ult be "well shit, now I have to face this big scary bear!", not "I better not walk into flash-Tibbers range or else my team dies". Really? The most fearful part of GIANT FLAMING BEAR APPEARING OUT OF NOWHERE is the fact that he stuns you? After his spawn, he is nothing. Surely a bear should be a real problem in a teamfight? Not right now. He's just the opening volley. Afterwards, he might as well not exist.

^ Have her throw tibbers and then he crashes down on the area. Low CD, high damage, AOE stuns, point and click.
Simple change to make Annie less of a frustration.
too stronk and too popular: let's nerf her with no regards for her intended lane (mid)

fucking unBEARable as support: let's give her 10 compensatory buffs every time we give her a tap on the wrist so we actually end up making her even stronger because we don't want to screw up her mid lane where she is "balanced" because she has "counters", even though NO ONE's been playing her for like 2 seasons straight
with point and click stun and no real threatening burst to follow up on his own; kept in a shitty state and in line for a full rework because "it's not good design"
and
having their SINGLE TARGET SILENCE removed because "it's not cool when they burst and silence you and you can't fight back", meanwhile Annie does that to WHOLE TEAM with also not letting them a chance to MOVE away
