Azir E not working correctly?

So I like to play a lot of custom games me and 2 easy bots vs 5 intermediate bots, I do this to try a lot of things out in the game including new items crazy builds and such. So I played a game as Azir and noticed a little into the game that I was not getting the extra sand soldier like the E tooltip says? I even have some recordings of the incidents where I am sure that I hit my E and even later in the game it still did not work. I was wondering if this is a known issue or not? Also I have some more clips that show it better but I could not figure out how to post more than one gif lol.
