What if we mixed random and non-random URF champ select?

URF is fun and popular, but has always been plagued by problems which many players feel very strongly about. Most of these used to do with people try-harding too much in a RGM, low champ diversity, or the like. AR URF largely solves many of these problems, but it takes away from people being able to play a favorite champ/champs too much, especially for people with large champion pools who may never get to play their favorite URF champion over an entire AR URF weekend despite playing many games.

What if we combined both types of champion select? Start with the 5 blind bans per team, then give everyone on each team random champs with re-rolls like normal, but give one player on each team the ability to pick, chosen semi-randomly. If you have gotten to pick your champion less than 20% of your past games, you will be weighted towards high probability of getting to pick next, while being over 20% lowers your chance, scaling with how much off the average you are. Also, obviously use increased dodge penalties, AND make it so that dodges add to your games picked count.

This would make it so that most games would have that light-hearted/AR URF feel to them, but you'd still be able to play a few champions you really like on URF guaranteed, as long as you play several games over the weekend.

Assuming that URF did come back in the near future, what form would you like it to take, and why?
