Legit question about Rek'sai

All I heard when she was released was that she was too strong. Riot said she is suppose to be a counter jungling duelist that becomes risky to use when against enemy junglers like lee sin or possibly udyr who can out duel her and usually counter jungle as well I have never hear that about her like I said at the start she was stupidly strong...now i don't hear about her being a huge problem but at the same time i don't hear she is what they wanted her to be... has there ever been a point when she was how riot said she was going to be?
