I still think Riot should axe the bonus AD on Final Hour and make her ult interact with Silverbolts somehow instead. Maybe Condemn, too.

I think the reasoning is that she'll build mostly AS from items (at least that's what she was supposed to do), so her ult gives her some AD so she isn't totally ridiculous compared to the values reached by other ADC. It's not really the case anymore with the current builds, but I think that's why.

In combat invisibility is a stupid mechanic anyway unless it's gated like Akali's, she can only do it in a small area
