How Are These People Getting Insane CS?

Ive had two games today with "smurfs" (They say they are anyways lol) that end up getting 30+ kills along with insane cs. I was playing Quinn top, getting cs very easily, i even roamed when my lane was pushed, and took some more cs from mid lane, when i ganked, before going back top. But it didnt matter. 48 minutes into the game Lucian has 18 Kills 4 Deaths 12 Assists 470 CS. I go 13/8/9 with only 256 CS (second highest cs). Second game (also 48 minutes for some reason) the Sivir went 31/10/16 with 485 CS. I go 12/12/10 with 272 CS on Jayce (my Main). I dont know how people are getting this much cs. I can last hit 8 times out of 10, and my Q+E combo on jayce destroys a whole wave of minions. How do I improve my CS like these guys. They end up getting so many kills yet have time to get insane CS as well. Am I just suppose to play passive top lane all game?

They focus on farming and pushing lanes, likely take jungle camps, and farm even when going to objectives. taking a second to clear a wave while you're on your way to baron or dragon or to rotate to a different lane will help boost your cs. 470 in a 48 minute game is still pretty damn good though, that's like challenger tier. I think the most I've gotten was 456 in a 65 minute game.

i always average an 8.3-9.2 per minute cs and im only diamond.

even when i left for a month i continued to cs that much.

cs is literally most important thing in the game . rather than fighting vs enemy laner, just focus on cs.

cs = gold= 30 kills

they cs at every opprunity. they don't shove waves. they just freeze which gives them more waves. also when they move between lanes they take some jungle creeps scuttle etc. kill wards.

personally am the kind of person that will cs a lot in lane but stop doing so often unless am an adc later in the game i like to spend time in team fights and objectives.
