Rioter is on the enemy team.
Rioter may also not have the ability to do bans, it may not be his place. Not all Riot employees work in the behaviour area. Some work in, oh let's see... game design, on the balance team, some do the artwork, some make the models, there are teams that work on champions and the champion reworks.
Just because he's a Rioter doesn't mean he can ban you. However, he can put a bug in another Rioter, one who works in the right field for this, that a certain someone was feeding and being toxic.
