AD/AP Grievous Wounds

Why is it that AD champs get item 3033 that has no requirements to have the effect of Grievous Wounds, while AP champs get item 3165 where the requirement is that the enemy champ only gets Grievous Wounds if they are at 35% health or below? These are the only 2 Grievous Wounds complete items that can be built, so why is it lopsided with requirements? I honestly don't understand and would like to make sense of what seems to be an imbalance.

And AD don't have poke? Is poke only considered to be AP? Overall both AD and AP have similar champ types from melee to ranged to sustain to etc, so it doesn't make sense that one factor like this that both sides have to deal with isn't treated in a balance.

Warmogs is a major item that you need to build Grievous Wounds for to counteract. Well then AD can get GW immediately with item 3033 on one hit and prevent healing and stagger it for a bit. While AP have to whittle enemies down to 35% health just to get a chance to inflict GW with item 3165.

Aoe spells.

So have it similar to gunblade or other items that reduce it for AOE spells. And don't AD also have AOE abilities?

not nearly to the same extend. And most champs thats do are based on there position/skill shots that can be blocked. Just imagine a rumble able to engage with an ult and also give the entire enemy team gw. Also currently morrelos is just way to general of an item. I would like to see a dedicated gw item. Maybe item 3136 +item 3108 +600 for 60 ap,10% cdr unique(eyes of pain) passive and gw.

Also riot has stated ap items should be getting a rework sometime this year. So lets wait and see if riot reworks there source of grievous wound.

Because 1) it's melee and 2) the game needs a source of high HP grievous wounds or several champs would NEVER die (Vladimir Nasus Maokai Warwick Soraka Kayn Darius

What's melee? Both items can be used by all champs of all ranges. And GW is needed for high health champs like those, but for item 3033 the effect is instant. For item 3165 you have to get them down to 35% for the status to take effect. So what's your point?

The point is that a mage skill set puts off more damage and are mitigated only by champ health recovery, which makes a mage having 100% HP GW contradictory to how their kits are designed. Physical damage sources do less damage over the course of a gameor damage opportunities so getting to any threshhold of HP is contradictory to their deign.

Let me give you an example of what I mean:

Morgana Currently more or less tickles with her W, because it scales small at high HP and larger at low HP. It generally does a lot of damage per game, but a lot of it is contradicted by Health regen and general sustain. However, if Morgana had a 100% HP grievous wounds, you'd see a very different result from her W. Champs would experience immediate HP drain, and you'd actually see their bar move much harsher and the very fact it's a large aoe that hits 2-3 champs at once means it'd apply to all of them. Morgana would effectlive be able to 1v5 a team.

There are only a handful of aoe Physical damages which can continually apply grievous wounds: MissFortune is the most notorious on her Ult, Because it's a long duration.

However, there's a few others who have instant Grievous pleasure: Darius Garen Illaoi Kayn MasterYi Poppy MonkeyKing

But..... they are a small subset, and most of those abilities have long enough cooldown timers that 3 seconds contradicts the nature of "always having it on" and some of these champs just don't have "room" in their kits for a Mortal Reminder.
