Armor pen runes were something I invested in a long time ago, and because they have been changed to Lethality runes and have basically been a waste of the time and IP I invested in a while ago, what will the situation with them result in? Will I get compensated for the investment I made because they have been straight up changed into something that is nowhere near as good or will it remain? I believe it's unfair because they cost nearly 7000+ for a full set of armor pen marks (more than a champion (at least not on release).
Part of the change was the fact that so many exploit things were occurring due to flat armor penetration to where i would not be amazed if people were subbing out standard AD runes for Armor penetration on top of rushing ghost blade on marksmen or similar sorts. By your logic, they should of refunded Ryze, Yorick and Poppy due to the massive changes they got on their kits to where it would be 'unfair' to players who loved the old style and absolutely hate the new kits. Though i do not recall, i believe they did similar tweaks to scaling health runes because they became so powerful a while back, i wasn't exactly on that often to know about what was going on for that.
Flat armor penetration in general should be used as a measure to counter out good chunks of armor some champions have whether its because their kit grants them a passive armor bonus or it synergizes with such measures, even though they are placed as a 'fighter' (or some next to 100% auto build 2 item kit for Ezreal or similar sort champions which end up with them having high armor, spam out high damage autos enhanced by mana burning and not ruin themselves in the process).
With high armor stacked opponents requiring more effective measures like the % armor break
for the ungodly health stackers or
for the ungodly lifesteal abusers or good old
to rip apart alot of the Armor by stacking with physical attacks. Doesn't help when that stat turns into a niche grab for fighters and ADCs, letting them play like Assassins, when we've had for a while 'Assassins or Fighters playing like Tanks', except its less being a scumbag thats annoying to kill and can easily kill you and more of a squishie who can easily snowball you before even level 6 because of the % of increased damage gained due to as simple as a +10 Flat armor Penetration effect compared to stacking regular Attack damage instead.
