Thats how league is. The player who isn't ranked this season wasn't that far off from your elo. It just means that player very possibly wasn't keeping up with the meta which is pretty rough. Unless league found a way for people to play the placement matches without people who are already placed. Its just going to happen sometimes. In fact it happens quite often at the start of the season. Top it off silver and gold isn't that much of a huge difference in elo anyways or skill. Hell even Plat isn't that much better than gold or silver.

As for Renekton into quin well. Unless the Quin really knows how to abuse her range and zone him from cs and ward properly, Renekton should be able to manage, with decent cc and ganks from a jungler. Top it off its only top lane so bot or mid could easily carry if Ren doesn't feed.
