If you take the range out of his Q and put it in his E it solves 2 problems:

No more Q kiting immobile champs

Means to engage mobile champs with E

Less oppressive to immobile champs and much less oppressed by mobile champs. Whether or not his damage/debuffs need to be adjusted is something else but this should solve his interaction problems.
