Here is how some AOE spells in the game currently work, this includes but is not limited to Kassadin: Force Pulse, Cho'Gath: Feral Scream, Darius: Apprehend. Mostly on older champions as you can tell.

They scan for targets at the beginning of the cast and even if you flash since you were in the radius before hand, it still applies.

So what you're saying is riot doesn't care about these game bugs
