Opportunity cost, I guess - he's punished by having to wait for the next charge, having accomplished nothing with this one.

his barrels are too strong though, they can do almost nasus-level damage to champs AND they can be placed and detonated at a range. plus a move speed boost. edit: actually, it would be super fun if GP could be hurt by his own barrels IF someone on the enemy team detonated them while he was standing in their aoe radius. How's that for counterplay and windows of opportunity that riot loves talking so much about.
