A toxic playerbase

I've been playing Kled recently and i've been getting a lot of people saying how they "Don't care" about a teammate or something and purposely (or unintentionally due to their attitude) throwing games, and the one game I won was because the enemy jax got stomped and AFK'd at 20 according the enemy team (which was proven at the stats screen due to his icon)

What's with these people?! Can we have a fair game on either side?

Actually what I suppose I should ask is: is there anything anyone can suggest to help Riot with this? To keep our beloved game going it's essential it stays a healthy game and they're doing what they can but a few people can't micromanage thousands upon millions. I'm genuinely curious if there is some safe solution
