Why isn't skarner new capture point passive is at top and bot lane

Im kinda liking the new passive idea and it seem to be more advance play than the current skarner im just wondering if person who over seeing this small rework give skarner passive more area to affect rather than only in the jungle area where team fights might occur put some in the top brush and bottom brush, so giving enemy laner and ally objective to fight for and reward for the ally if he capture the is that skarner can gank more efficiently im just think it be good idea put some there other than only specific area on the map
