Why doesnt riot use champion concept section of board for people choice award

Im very interested if champion concept is every use or just there so you put ideas fot people to read because im confuse why riot doesn't use some of those ideas is because copyright laws or there afraid lawsuits i dont know,

Either way im here asking any riot employee to atleast do people choice award for champion in this section of the board, where the community comes up with 100 champion concept and community vote for it until become top 50, 30, 20, 10 to top 5 one these champs will get to be in game but this is one year event so every year one of Champions in a rooster was a PCA I don't know if these rules are ok or reasonable

Rules: 1) champion must has is own concept art ( this so riot has idea how your. Champion features and body movement will be like in the game) 2) concept art and details for passive and all four abilities (idea for how abilities will react in the game to each champion and affect the out come of the game)
3) lore concept must explains champion backstory, region and reason for going to field of justice( easier for riot to create champion behavior, voice and interaction with other champion) 4) list all quotes, saying and character sound for attacking, moving, recaling, respawn and death

These rules seem to be quite easy to understand, please tell me if this good idea or just dumb because it seem sad to waste so much potential in champion concept section

I think the main reason would not be because it's not impossible, but that it is time consuming, gotta make the model, do the animation, get the voice to fit the person, draw the splash art, draw the passive/skill art, then a buttfuck load of progrramming to get all the damage, stats, and everything else working, and to not work on the lore for who this champion is and why they are even fighting in the first place. Doesn't happen overnight and from I've heard Riot always has at least 8 champions in development at a time, each one going faster/slower than the other.

This is why you don't see Riot just pluck a fan champ/skin concept and have someone say "make this" and they do it in a jiffy, it takes time...

I know it time consuming and cant just be done in a month, but you said it your self it not impossible to do and i dont want riot to waste time to pick a champion idea that why i said community votes for there favorite concept im more curious why it hasn't been done there alot amazing champion concept and they just going to waste

Vote manipulation my good sir, Vote manipulation, we are using a reddit upvote/downvote system, so as such people who entered will just end downvoting the others so their get more view traffic/get multiple accounts (either ones they've made or from friends that aren't gonna bother to enter upvote their idea/downvote others so they get more attention. And if it's like an actual vote based on something like a poll and not by Reddit system then the manipulation can still occur using the latter option in how to manipulate the Reddit System by having friends upvote their idea. Right now when we do the Monthly CCOS, Sir ArmaMalum picks a select amount of judjes and then himself if he doesn't get enough to look at max 60, and even then it barely reaches 30. But he has a score system and what not, each judge makes comments about it, and it won't suffer from Vote manipulation.

And before you ask "then why won't Riot do the judge system then?", it very simple, because it matters if riot were to do it. With the CCOS there is no reward large enough that everyone wants to win it, and everyone who does enter already wins attention on their concepts, which leaves everyone satisfied. But imagine how much anger, how much hatred, how much whinning will occur if an concept that they wanted didn't make it/a concept they despised won, and now they will have to wait a whole year to try again? It just too much salt for a community that has their fair share of toxic people in it.

Sir your really correct vote manipulation can occur or it is going occur i was thinking solution for it, only thing came up with was only lvl. 30 can vote. And know that people will be upset but there always next time people cant salt forever

There is still quite a large amount of lvl 30 people, don't forget, so that only decrease vote manipulation SLIGHTLY

True it does i was thinking riot would have better solution than only lvl 30 can vote or the community could help find a solution to votes. Manipulation
