Could somone give clarity on the Hecarim nerf?

Why is his unit collision passive being taken away while Kassadin and Fizz get to keep it? It makes sense on all three thematically. He is a specter..A ghost like horse-man, centaur thing. I think this is only hurting his top lane, does Riot really not want him in the top lane that badly? Sure no one picks Hecarim because he can ignore unit collision as some Ritoer said, but still it's part of his identity I feel. And it looks like the nerf is going through.

And in the mean time Riven gets a nice juicy health regen buff as if she REALLY needed it. Oh well.

Any thoughts and insights?

It's specifically targeted at top lane Hec, who just sits in the minion wave and spins to win

Riven was sitting on something like a ~43% winrate so probably not the best comparison.
