Yep, I saw some Elo boosters yesterday this ezreal had a 90% win rate and was getting like 20 kills a game in plat 4 and his duo partner was gold 5 he was boosting lol

Correct, that's Elo boosting or highly abusing dynamic queue. I've noticed a lot of people in ranks they don't deserve, I suspect it's dynamic queue based boosting.

For example, I have a buddy who only did dynamic queue with high elo players. Got placed into Platinum II after going 10-0. Since then he hasn't touched a ranked match and in like 80% of his normal matches he loses.

More power to him for abusing the system, it's just sad Riot created such a monster.

Sadly if he is queing with friends that high it's not against the TOS. You need proof that he was not on the account when the games were played to be against the TOS.
