oh please... thats a lot... lets do math...

armor bonus is 150 (usually thormail+dpm for tank) then it would be about 83 (lost 67) as 45% armor...

thats pretty a lot to me... i meant one 45% = deny any one one armor item...

2700g of mr or ldr vs 2750g + of any armor item... (thormail and dpm = 2350+2800)

how can tank survive that? for less money than adc/assassin?

The current value is actually 40% bonus armor pen, and neither item is really that good, which is why they're getting that buff. I agree with you, it's not fun to have nearly half of your armor from items and runes ignored, but in terms of pure balance that's apparently what it takes for bonus armor penetration to work well.
