So spell vamp still works on physical damage
But riot still adds 
which applies to all physical damage.
So they gave AD champions an even better version of spell vamp, then removed spell vamp for being impossible to balance.

Yes because physical damage dealers are totally gonna buy AP items.
The problem with spellvamp is that it breaks vlad and to some lesser degree fiddle and ap ww. Death's Dance only works on physical damage meaning that they can't abuse it... lifesteal in general is easier to balance since it works on a lot of champs and usually can't break them (it mostly works on aa) and even if Death's Dance pretty much works on skills too most AD skills don't have any form of sustain by themselves, meaning that it won't make a skill more powerfull than intended.
