I feel like Fizz is the kind of champion that isn't really a pub stomper like Master Yi because in the right hands he can be a nightmare at any elo, but I also don't think he's this big scary op monster that people tend to think he is. I feel like (and people are gonna hate me for this) he is an example of a game knowledge type of champion. His kit is so powerful, but so all in reliant, that you have to understand not only your damage output, but also when to fight, when to disengage, and who to target (I then realized that I was just describing assassins). But this is especially important for Fizz, because unlike the other assassins, he has a super powerful form of escape that can also be used for more damage, so it puts more stress on the person fighting him to play around the free Hourglass he gets every few seconds (that btw can dodge ultimates unlike Yi's alpha strike).
So in conclusion, I don't think he's op, I just think that unlike other assassins, his form of "escape" is much stronger and much more difficult to play around, as opposed to an Alpha Strike or Shadow Assault.
