Hex core should give 10% CDR

Because right now every mage is going lost chapter (aka infinite mana) into morellos (20%) while Viktor is stuck saving 1250 gold just so he can wave clear. The hex core is suppose to be better than the items already present when in reality most of the time you feel like shit having to buy it.
