Why is Crystal Scepter so much more cost effective than Mallet?
Is it the perma-slow thing?

Landing autos is a lot easier than landing spells and it happens a lot more often
AP items need to be more cost effective than AD items, and MR must be weaker than Armor, because AP is less useful.

Which is why the cost of AP has stayed the same and the cost of AD has been reduced by 13%?
Cost is not cost-efficiency.
Because mages don't tend to get ahead, and then use a permaslow to stay ahead forever. If a melee fights another melee (which did exist in top) and gets ahead enough to buy frozen mallet, they could apply the permaslow while chasing to make any form of escape extremely painful for the other laner. Most mages even with short cooldown spells can't keep the permaslow on while chasing easily; unless you can 100% land skillshots or consistently get in range to apply the slow despite cc the other laner can almost ignore the slow. While there are some AP's that can keep the slow up on one target indefinitely (Akali somewhat comes to mind, but also Zyra), they almost always need other stats first and have enough kiting to begin with, which when combined with their lanes (usually against mages, who have hard cc, or assassins, who have mobility) makes rylais a useful item but somewhat niche.
rylais should be mandatory on 90% of AP champs.
Mallet is overcosted because Riot really doesn't want Mallet to be a thing. It turns any melee champion into Old Skarner.
When Mallet is good, melee versus melee becomes stupidly snowbally.
