Riot, Leblanc could be better.
Leblanc doesn't feel too great to play. Nor does she feel that great to play against. How about shifting some of her burst power around and making it a bit more conditional?

** Shatter Orb (Q)** _ -Deals less damage overall._ -Deals a lot more damage if Leblanc is below half health.
Using the concept of brinksmanship, which is great and befitting of Leblanc's theme (the Deceiver who always slips right out of your grasp with that trick up her sleeve), we can incentivize a high-risk, high-reward style of gameplay between Leblanc and her opponents.
Now, this wouldn't work alone. Her W and E also need slight tweaks if she's to stay in the fray with low health and still get out alive even with perfect play on Leblanc's part.
_Distortion (W) _ -Leblanc is immune to knockbacks and knockups while dashing. -Hard crowd control effects will cancel all active Return: Distortions, causing them to expire immediately.
Ethereal Chains (E) -Deals a lot less damage overall. -Targets are also blinded while tethered (but not while rooted).
Distortion is Leblanc's bread and butter spell if Leblanc's core theme is truly "the Deceiver". A change to her Distortion that allows her to slip away even when she's about to be kicked by Lee Sin or battered by Vi ensures that if Leblanc players play deceptively and wisely, they'll be rewarded. On the other hand, when Leblanc players use Distortion haphazardly expecting to use Distortion:Return to return to safety, a well-timed Soraka silence or hard crowd-control effect should always result in Leblanc's unfortunate demise, period. She shouldn't be rewarded with an escape button that works all the time for having planned nothing in advance on her end.
A blind on Ethereal Chains is critical in helping Leblanc live to tell the tale against ranged marksmen who otherwise would completely annihilate her with their Runaan's Hurricane multi-target, undodgeable high DPS attacks after surviving one round of her spells. It also further pushes the brinksmanship factor about Leblanc into the extreme end. Leblanc may not deal sufficient damage to annihilate her targets in one spell rotation with nerfs to her Q and passive, but she can always go back in to score her kill the second time around even against a 15/0/0 marksman if she can take just enough damage to be below half health and still manage to stick to her target while her spells recharge.
