let us access main menus in loading screen and durring champ select (+shoping list)

I understand why those limitations might be in place but:

1. If a person can't pay enough attention during champ select, they'll take the dodge.
2. If they take the dodge take the ability to access menus away from them.
3. The loading screen usually stays up for 1 person, let me access the main screen menus while they load.

also: 4. why can't we manage shopping lists in game? I get that its not the place for it, but often I want to quick item to a list that is already made and it's frustrating that I can't.
