Slight tweak to Singed

Love him or hate him (and yes, most of you hate him), Singed is not as effective as he once was due to the changes in gold rewards after multiple deaths, making his proxy far more risky. In turn, some of the buffs to his kit have helped with dps to towers and the such, but haven't really helped him outright. If you look, Singed has a 49% winrate, and an extremely low 1.2% pick rate (there are only 5 other champs picked less), and that pick rate gets lower the higher you go in ELO. I could only find 9 summoners NA above 2k ELO with him. I have a suggestion to help him out a bit, that won't really effect anyone negatively.

My suggestion is to widen his poison trail slightly. This change will only really effect minions, and make it so people have a tougher time catching up to him, outside of the trail. Possibly wide enough so that a target in front of him would be effected by the poison while in AA range.

Often minions appear as though they are sitting in the poison, but take no damage from the trail, the same goes with players. This change would make Singed a bit more user friendly, without really being an outright buff. In addition, his slow is easily avoided by any champ that has a gap closer, and this would just help him do what he is intended to do better. I feel it is a perfect slight tweak to help him out overall, and make him more competitive in the modern day of League, but wouldn't be an actual all out buff.

TL;DR - Make the poison trail just a bit wider.
