Umm... why did Ahri get a Challenger skin?

The rule of Challenger skins is it always goes to the most abused, cancerous, exploitable, most disgusting champion for that season.

Ahri is in no way strong, being almost completely skillshot-based, with significant costs, and has an absurd amount of soft counters (on top of quite a few hard ones), with zero abilities that possess niche strengths that don't require the synergy of her other abilities (completely unlike Event Horizon which is strong independently).

Decent? Yeah. Strong? Absolutely no freakin' way in hell against any competent player.

Was the rule broken, or was some Ahri carried at a championship and rito decided she needed a skin, or did I miss something?
