Fizz.....what the trickster is and what he represents

So lets get down to business. First off leave all the rude and mean comments out of this discussion is for enriched minds to come together and work out a solution if needed to Fizz. That said i'm of the opinion that fizz needs a rework and bad or at the very least a change to either his untargetable status..(oh the number of times this has been up lol) or, barring that, a change to his movement abilites range or cooldown. As he stands I feel he effectively makes every choice mid that is mana base a complete suicide mission and with the Sion rework coming out, sooner hopefully rather than later, there are very few champs mana based that can go toe to toe. He just has a huge HUGE presence early and late game. One last thought before I turn the thread over to other minds tat just came to me is the idea of changing his bleed damage to minions only or at half the scaling towards champs. He already has a passive that blocks damage from incoming basics so I feel this is only fair to give other champs equal footing. Thoughts?
