Could we buff up Ghost to 40% move speed?

I know u can upgrade ur boots to that, but pre-boots even with ghost as a melee its quite hard to keep up with anyone. I know that's why flash is so dam popular but, I feel flash is OP and ghost needs some love. Barely anyone uses it, but those that do would appreciate the buff.
