Increase dodge penalties in ARAM.
This entire mode is supposed to be "random."
If you don't like what you got, tough shit. Why are you playing ARAM?
If an account is dodging queues regularly, they need to be punished for it.

how about just unlocking all champions in that mode, so people dont have to expect to go up against sona or janna with champions like udyr every fuckin game. there are champions with like 80% winrate since the mode was released, and it was never addressed.
i would dodge too if i didnt have one of them on my team, and as long as people are still running scummy aram accounts to get them every time.
if the random algorithm was better I'd be all for it. If it actually took your block list into account when matchmaking, I'd be all for it. But If it's going to give me the same 3 tanks every time when I can stand playing tanks on ARAM, or if it's going to regularly put me on teams with the same people that I've blocked because they are just jerks in general, I'm gonna dodge and go find something more entertaining (and consequently more fun) to do for a few minutes until I can queue again.
