GLP suffers from bad useability and doesn't even fulfill its purpose

The point of GLP is to fill in another niche from the two items - Luden's is poke/burst, Seraph's is DPS/defensive, and GLP is for kiting/chasing

The problem is, that for such a simple item it has a weird learning curve (you have to root yourself in place as an immobile champ + the bolts go up to down or clockwise, can't remember), and it doesn't even fulfill its purpose

By rooting yourself for a second or so in the casting time, you lose the distance you would've made if you just walked away/towards them esp. if you can cast abilities like syndra Q while moving (with a few exceptions, but most champions have high base MS, slow resist/tenacity, mobility or skillshot CC), and you have to angle it in a way where the enemy is in the top edge of the hitbox (or the most anti-clockwise?) so you get minimal delay.

It should do more to help you move more than the opponent, and the travel time should be the same or faster in the center for all bolts. It's a fairly weak item otherwise with a few exceptions (GLP twin shadows ingenious hunter)

Right now it's a slightly longer cooldown luden's or a bad protobelt

They said they would look at it in preseason so I'm hopeful. I love the item but Ludens overshadows it.
