My amigo has 5 chests for hextech crafting (not including his previously opened bonus chest)

Is he hacking? Should I report him to my uncle at rito? Seriously though, how does that happen? He's gotten his 4 from Xerath, Morgana, Blitz, and Nami (in that order), but he noticed that after his Morg game, he got double chests.
