No, Riven's Q isn't on a higher CD than a no-hit Fiora Q, because Riven rushes 45% cdr (usually has 10-20% in runes, gets ionian and caulfields to 35-45%). Coupled with Valor spam, Riven tends to do the electric slide away from Fiora even with the ult passive, but without it? No chance to keep up.
Yeah, there is so much wrong with that. Firstly Fiora has 8 seconds CD compared to Rivens 13 late. Secondly, Riven NEVER TAKES 20% in runes, never more than 10%, where did you get that idea? Thirdly, Riven does not buy Ionian in 99% of the games.
Sliding away? Well that's to be expected for Fiora, not being able to kill the opponent from early on is too much to handle. Fiora outscales Riven super hard so Riven has to win early - except she doesn't. So complaining about that champion that you outscale anyways getting away early seems super weird to me.
Fiora is currently only able to stomp champions that don't have reliable outs. If they have even a single decent dash, they escape her. It used to be a really tense, exciting lane (Fiora v Riven that is), though it won't be much of a contest now. If Riven's going to win, Fiora can't escape. If Fiora's going to win, Riven doesn't have to stay to lose.
Stomp? Maybe. Have an advantage? Basically every matchup aside from Pantheon, Kayle, Trynd and maybe a few others.
