Surrender "cooldown"
I just played the most idiotic game, where our Darius was AFK from loading screen (and this was in Team Builder no less), and we couldn't surrender until 20. This is, to be blunt, stupid. I and my friend were just playing with a mounting sense of frustration until we could surrender (and then to add insult to injury, our teammates decided maybe we still had a chance 4v5 three levels behind). If someone has been dc'ed for ten minutes, maybe we can be allowed to surrender? Like I said, this is super frustrating and does not make the game a good experience at all.
(Filing this under Gameplay & Balance b/c it's about playing the game. If a mod deletes, any info about where to post would be nice.)
