How can I build My own item sets

Go to Item Section in your profile, and you can use the + button on the left side to make specific builds for specific champions. I don't know if this is what you are asking, but this helped me cut my time spent looking for items a lot.

Knowing what to build every game is just a skill that comes over time, you learn what items are better in what situations.
