Nope! Right before my post, my team had a nice setup and I had asked who they would prefer me to pick so I just hovered on a champion, then it exited que and gave me a dodge penalty.

I think you mean the other way around. People used to pick champ not locking, to be found later as afkers in the game that's why locking is considered as dodging.
